China’s 2025 Economic Snapshot: What Foreign Founders Need to Know

China’s National Bureau of Statistics released its 2025 National Economic and Social Development Statistical Bulletin, providing a comprehensive overview of the world’s second-largest economy. For foreign founders considering company registration or expansion in China, these figures offer valuable context for market entry and operational planning. Below we summarize the key data points from the official report, focusing on aspects most relevant to business decision-making.

Overall Economic Growth

In 2025, China’s gross domestic product (GDP) reached 140.19 trillion yuan, a 5.0% increase over the previous year. The breakdown by sector shows:
Primary industry: 9.33 trillion yuan, up 3.9%
Secondary industry: 49.97 trillion yuan, up 4.5%
Tertiary industry: 80.89 trillion yuan, up 5.4%
The service sector now accounts for 57.7% of GDP, reflecting China’s ongoing shift toward a consumption-driven economy. Final consumption expenditure contributed 2.6 percentage points to GDP growth, while net exports of goods and services added 1.6 percentage points. Quarterly growth showed a gradual slowdown: 5.4% in Q1, 5.2% in Q2, 4.8% in Q3, and 4.5% in Q4. GDP per capita stood at 99,665 yuan, up 5.1% year-on-year.

Population and Employment

By the end of 2025, China’s population was 1.40489 billion, a decrease of 3.39 million from the previous year. Urban residents numbered 953.8 million. The employed population totaled 725.04 million, with 475.35 million in urban areas (65.6% of total employment). New urban jobs created during the year reached 12.67 million, an increase of 110,000 over 2024. The average surveyed urban unemployment rate was 5.2%, with a year-end rate of 5.1%. Migrant workers totaled 301.15 million, up 0.5%.

For foreign founders, these figures indicate a stable labor market and continued urbanization, which may affect talent availability and consumer demand. The slight population decline underscores the importance of productivity gains and innovation-driven growth.

Prices and Currency

Consumer prices remained flat compared to 2024. Producer prices for industrial products fell 2.6%, and purchasing prices for industrial producers dropped 3.0%. Among 70 major cities, new home prices declined month-on-month in 58 cities and year-on-year in 65 cities, while second-hand home prices fell in all 70 cities. The average exchange rate was 7.1429 yuan per US dollar, a 0.3% depreciation. Foreign exchange reserves reached 3.358 trillion USD, up 155.5 billion USD from the end of 2024.

Price stability and a managed exchange rate regime provide a predictable environment for import/export businesses, though property market softness may affect related sectors.

Industrial Production and New Quality Productive Forces

Total industrial value added was 41.68 trillion yuan, up 5.8%. Above-scale industrial value added grew 5.9%. By ownership, state-controlled enterprises grew 4.6%, joint-stock companies 6.3%, foreign and Hong Kong/Macau/Taiwan-invested enterprises 3.9%, and private enterprises 5.3%. Production of service robots reached 18.58 million sets (up 16.1%), mobile communication base station equipment 5.364 million RF modules (up 13.5%), and servers 5.97 million units (up 12.6%).

These data highlight opportunities in advanced manufacturing, particularly for foreign firms with expertise in automation, electronics, and high-tech components.

Services and Consumption

Among above-scale service enterprises, strategic emerging services revenue grew 9.3%, and high-tech services revenue grew 7.9%. E-commerce transaction value reached 46.73 trillion yuan (up 2.5%), with online retail sales of goods at 15.97 trillion yuan (up 8.6%). Fixed asset investment in equipment and tools rose 11.8%. A total of 25.74 million new business entities were registered, averaging 26,000 new enterprises per day.

This indicates a vibrant digital economy and a business-friendly registration environment, with services and consumption driving growth.

Regional Development and Urbanization

Urbanization rate reached 67.89%, up 0.89 percentage points. Regional GDP: Eastern region 73.09 trillion yuan (up 5.0%), Central 29.91 trillion yuan (up 5.2%), Western 29.88 trillion yuan (up 5.1%), Northeast 6.50 trillion yuan (up 4.1%). The Hainan Free Trade Port began full island-wide customs closure operation.

Foreign founders may consider these regional disparities and incentives when choosing a location for their China entity.

Sustainability is a growing focus, with opportunities in green technology and clean energy for foreign investors.

Agriculture and Food Security

Agriculture remains a strategic sector, with stable output supporting food security and related industries.

Implications for Foreign Founders
